PROCTORS
A proctor is an individual who agrees to monitor your testing and affirms the exam was delivered in a suitable environment. The proctor will also verify that the candidate completed the test according to all of the specific directions provided. For the National Certification in Plastics exam, proctors are used when testing is conducted at any site other than a Prometric Testing Center. Prometric Testing Centers do not require independent proctors. Prometric personnel already serve in this capacity.


TESTING FACILITIES
The National Certification in Plastics exam is available over the Internet at local sites that meet certain criteria – or – at approximately 300 Prometric Testing Centers in the U.S. and Canada. Those arranging for the test should contact local facilities (community college, library, company facility, etc.) to determine if the facilities meet NCP testing site criteria. To meet NCP criteria, a proposed site must have:

  1. A sufficient number of internet accessible personal computers for the exam candidates to use.

  2. A secure room in which the testing can take place that does not allow viewing of the test from outside the room.

  3. An NCP approved independent proctor to login exam candidates and monitor exam conditions.


ARRANGING FOR A PROCTOR
Anyone wishing to arrange an online exam may nominate a proctor for approval. Those arranging the exam should ask the proctor nominee if he or she is willing to proctor the exam each time they wish to schedule an exam. Any proctor nominated must be acting in an official capacity at their place of business in one of the following positions:

  1. An administrator or faculty member of any accredited institution of higher education.

  2. A high school or elementary school teacher, counselor, librarian, or administrator. A student who has employment as a teacher may not have another teacher proctor the examination. A school principal or superintendent may proctor the teacher’s examination.

  3. A local or regional librarian.

  4. A Human Resources manager, a training manager, supervisor, or manager of higher rank at a company from which candidates will be tested.

  5. Military personnel: a DANTES test control officer, an educational services officer, a base librarian, or an officer of higher rank than the student.

NOTE: Relatives, regardless of their position, are not permitted to be proctors. Teachers and professors may NOT serve as proctors unless they are acting in one of the capacities listed above. Relatives may NOT serve as proctors, no matter what their positions.


PROCTOR DUTIES
Exam candidates may use the following in an exam: two (2) sheets of clean scratch paper, a pen or pencil, and a simple, non-programmable calculator. It is the proctor’s discretion to allow/disallow these items at the exam site if their condition is questionable. Dictionaries of any kind are not allowed for any exam candidate without written, pre-approval from NCP Operations. Any exam candidate with a disability, language, or reading concern should contact the NCP Operations Center before registering for an exam to discuss special needs issues, suitable accommodations or alternative test taking methods.

To supervise an exam as a proctor, the person acting in an official capacity (as listed above) must be willing to execute the following duties:

  • Be available during the entire exam appointment; each NCP exam is scheduled for two and one half hours plus a 15-minute practice time.

  • Confirm what the test allows at the testing station (i.e. calculator, disability accommodation).

  • Affirm the test environment is a quiet area with adequate space and comfort for taking the exam.

  • Identify the student by photo ID.

  • Verify that PDA computers (palm pilots, etc.), persons, reference books, notes accessed from purses, backpacks, hats, etc. are not opened or used in the test room.

  • Start the exam by logging in each exam candidate with the proctor ID and password.

  • Confirm the exam given is the correct one for the candidate.

  • Do not allow the student to leave the test room for any reason until it is completed. If a candidate leaves the test room for any non-emergency reason, the exam will be considered completed.

  • Exam questions are not to be written, printed, copied, reproduced or retained in any form by anyone (student, proctor, employer or anyone else).


NCP EXAM CANDIDATE RESPONSIBILITIES

  • Candidate’s child care and other personal matters are taken care of beforehand.

  • Once the exam begins, candidate does not leave the test room for any reason (except certified emergency) until it is completed; the exam will be considered complete when the candidate leaves the room.

  • Exam questions are not to be written, copied, reproduced or retained in any form by the candidate.

Any deviation(s) from these guidelines
may invalidate the exam.


ONLINE LOGIN PROCESS
Illustrated login instructions are available for proctors, candidates and companies to review before the exam. The National Certification in Plastics online exam is secured by double identification and password access. Those arranging the exam should communicate with the proctor to set up a mutually convenient exam time at the designated non-Prometric Test Center site for each exam to be delivered.

The online exam proctor must register at least two weeks in advance of monitoring the NCP exam. A proctor identification and password will be sent by e-mail or fax to the proctor. The exam candidate’s identification and password will be created when they register/log in for the exam. Proctors should remind candidates that the information they provide for the NCP registration will be the information that appears on their NCP credentials. Candidates must verify all information – legal name, correct address and contact information, correct company information, etc. The proctor will need to login first and the exam candidate login second to access the NCP exam online.

PLEASE REMEMBER:
PROCTORS MUST LOGON FOR EACH EXAM CANDIDATE. NO NCP EXAM WILL BE DELIVERED ONLINE TO ANY CANDIDATE WITHOUT THE PROCTOR LOGGING ON WITH THEIR ID AND PASSWORD.


COMPLETING THE FORM
The proctor must complete the attached proctor agreement form and submit it to the address or fax provided. You should supply your proctor nominee with an addressed, stamped envelope if they are returning the form by mail.
